Notary registrations are strictly walk-in only. However, you have to be very careful with their daily counter hours:

Public Counter Hours: 9:00 AM to 4:00 PM Monday – Friday.
Note: They stop processing public walk-in filings completely at 4:00 PM, even though the staff is technically in the office until 5:00 PM.
